AQUARTER of a century ago only one other textbook was available for college courses in World Politics: International Relations, by my good friend Raymond Leslie Buell, I nevertheless wrote in the Preface to the First Edition of the present work: "The literature of international relations is already staggering in volume and overwhelming in complexity. This circumstance imposes an imperative obligation upon every author who hurls another tome on top of the pile: that of justifying his conduct to his own conscience and to the decent opinions of mankind.
