This book is the collection of papers presented at the National Conference on "Poverty and Employment: Analysis of the Present Situation and Strategies for the Future" held at New Delhi on March 27-29, 1995 and the summary of proceedings. The Conference was organised by the Institute of Applied Manpower Research with the support of Indian Association of Social Science Institutions, Ministry of Rural Development (now Ministry of Rural Areas and Employment). Planning Commission, University Grants Commission and Indian Council of Social Science Research. The Conference reviewed the existing strategies for alleviation of poverty and expanding employment opportunities taking due note of the major economic and social developments and the experience gained over the last 15 years covering the period of Sixth, Seventh and Eighth Plans. The strategies and the design for the future policies are proposed to be developed in relation to perspectives for growth and management of the Indian economy over a 15 year period from 1996 to 2010 AD. The Conference started off with a Plenary Session 1. which was organised in two-parts on the first day. In the first part "Review of the Performance of the Indian Economy since
1980" was conducted while the second part was devoted to a "Review of Trends since 1980 in Relation to (i) Rural Poverty, (ii) Rural Employment and Unemployment, (iii) Rural Labour, Landless Agricultural Labour, Marginal and Small Farmers and Bonded Labour, (iv) Urban Poverty, and (v) Urban Unemployment. On the second day four parallel meetings were held by four different groups each of which was assigned a theme for in depth discussions so as to bring out all relevant issues and sub-issues related with that area and come out with specific recommendations thereon. The themes assigned were "Broad Strategies for Rural Poverty Alleviation, Employment Generation and General Review On-going Policy Objectives, Programmes and Institutional Arrangements". "Unemployment and Poverty Issues Relating to (1) Backward Regions, (i) Urban Metropolitan Areas, (ii) Illiterate and Educated Youth: Rural, Urban, (iv) Women and (v) Child Labour". Unemployment and Poverty Issues Relat ing to (1) Rural Industry Expansion, (ii) Impact of Technological Development and (iii) "Credit and Finance" and "Stabilization and Structural Change and Economic Reforms: Impact on Poverty and Employment" The Plenary Session II held on the third day was on "Economic and Social Perspective for the Period 1996-2010 AD. and Implications for Substantial Eradication of Poverty and Unemployment". This book will prove to be a valuable document to the policy makers, planners and researchers in the field of employment generation and poverty alleviation.
