This study, the first of its kind, originally was commissioned by the German Ministry for Economic Cooperation. (The German version was published by Weltforum Verlag, Munich, in 1988.) The sole responsibility for all findings and opinions expressed here lies, however, with the authors.
In conducting our research, we contacted a great many institutions and individuals, who are too numerous to be listed here and who in some cases preferred to remain anonymous. Among these were representatives of governments, parties, universities, churches, the press, and bilateral and multilateral donor organizations, together with many "ordinary" people.
