This book is an outcome of the research work done by the author in the field of rural development. The main focus of this book is on the extent of poverty and various mea sures to eradicate poverty in India and Bihar, in general, while IRDP in Bihar, in particular.

The book emphasizes that poverty can not be alleviated merely by the provision of assets through I.R.D.P. A Programe of rural development has to be viewed from the objective of a direct attack on poverty. I.R.D.P., at best can provide some relief to the rural poor by enabling them cross the poverty line in the shortrun. However, it is the long term poverty alleviation policy that is required to be under taken. There is a need for new alliances, those between the develop ment administration and the rural poor. At the political level, an alliance has to be made between these groups which are concerned for the poor. These alliances must have the willing and enthusiastic participation of the poor.
