In this significant analysis of India's industrial policy, building on his own research in India in 1983-84, and on the ongoing research of India's economists, Professor George Rosen examines the impact of government policies toward large and small scale industry, as of 1984, upon industrial growth. Based on meetings with Indian industrialists, and visit to factories, as well as interviews with economists and officials, this book notes not only the past growth of industry but the problems and policies that have in the author's opinion, held industrial growth in the 1970's and early 1980's to a lower rate than might have otherwise been achieved. He looks at the expansion of existing larger firms, as well as the protectionist policies toward smaller scale firms that, while contributing to their starting up, also contributed to in efficiencies in the industrial sector as a whole. He indicates certain changes in policy that in his opinion would lead to more rapid growth by taking advantage of the potential large internal market for in dustrial products within India, which would in turn enhance India's industrial export capabilities. In addition to looking at national policies this book focuses on the growth achievements and problems of three South Indian states-Andhra Pradesh, Karnataka and Tamil Nadu-and the implications of this state experience for the country's industrial location policies.
This book is of especial interest today as India's industrial policies are being re viewed and modified by Rajiv Gandhi's government. It assists such a review by providing a benchmark of the policy situation at the start of his administration..
