Despite deficiencies, failings, controversies and resultant diatribes, public enterprises continue to be a citadel of hope, in converting the 'take-off' stage of Indian economy into one of 'self-sustaining growth' marked by both efficiency and equity. Certainly, this is not a wishful thinking. In fact, what it needs is an appropriate agenda of section. Paradoxically, the growth of literature on public enterprises has lagged behind their expansion and proliferation, particularly so in the context of state-level undertakings.
