Global negotiations : a pragmatic approach - New Delhi Indian Council for Research on International Economic Relati 1983 - 40 p.

A distinguished group of scholars in economics and political science, as well as policy makers from within India and other developing and developed countries, was brought together at a Conference on "Rethinking Global Negotiations", held on 6-8 January 1983 in New Delhi. Responding to the invitations by Dr. K.B. Lall, Chairman, ICRIER, and Professor Jagdish Bhagwati, Director, IERC, these participants and observers numbered about. 100, representing a cross-section of public opinion of the world community.

The Conference was inaugurated by Mr. Pranab Mukherjee, Minister of Finance, Government of India. Mr. Mukherjee noted that the world economy was in the throes of crisis which was truly global, and that there was no immediate prospect of respite either. He observed that the large current account deficits of developing countries were mainly due to causes beyond their control. He underscored the substantial degree of mutuality of interests bet ween North and South in orchestrating a revival of the world economy.

In the nine sessions that followed, discussions took place on broad themes such as (1) General issues concerning global approach to North-South negotiations, (2) South-South coopera tion and relationship to North-South cooperation, (3) Specific issues related to finance and trade, (4) International institutions: U.N. system and specialised agencies, and (5) the Soviet Union and South. A was devoted to a panel discussion; "Where do we go?" The valedictory address was delivered by Dr. Jan Pronk, Deputy Secretary-General, UNCTAD, preceded by an overview pre sented by Professor Bhagwati.
