Japanese public opinion thus is inevitably a subject of major concern to anyone interested in Japanese politics or foreign rela- tions. Professor Mendel's balanced and carefully documented analysis of popular attitudes in Japan toward foreign policy prob- lems, therefore, is an extremely valuable guide to any student of contemporary Japan. He has given clarity to his picture by sepa- rating out the intertwined elements of foreign policy into the major strands as these appear to Japanese. He has given depth and texture to his picture by putting behind his flat nationwide statistics, samplings from two highly dissimilar areas-urban Osaka and rural Izumo--and by analyzing the differences of opinion at various age and educational levels, as well as between supporters of the two major political parties.
