The investigating agencies including Central Bureau of Investigation (CBI) are supposed to enforce the laws equitably, impartially, firmly and strictly. But unfortunately these have failed to storm the citadel of corrupt high and mighty, because of their own constricted mindset that they have to guard the priviledged.
