The spatial diversity in land and water characteristics in India and the variable. investment capacity of Indian farmers make agriculture an extremely heterogeneous activity. This sharp difference in resource endowments escaped the attention of mainstream research so far. The poor farmers and their marginal lands have, however, been the focus of attention of the voluntary sector. In responding to their problems these agencies have been performing functions which is, in a sense, the only research dealing with poorer farmers and marginal lands.
There are a number of questions needing elucidation on NGO research activities. Yet very little reliable data are available. The Society for Promotion of Wastelands Development, therefore, used the opportunity provided by the Ford Foundation to study the subject. One of the first outputs from this study was a "Directory of NGOs Engaged in Research and Extension in Agriculture and Allied Fields The Directory has been published and circulated on a wide scale. Of the 191 organisations listed in the directory, a sample of 20 was selected for an in-depth analysis. The draft report of this analysis was sent to numerous interested people in the NGO sector, academicians, researchers and planners. This draft was also discussed in a workshop attended by 52 people.
The Foundation to Aid Industrial Recovery (FAIR) which is an institutional member of SPWD, later took up the survey findings for a deeper review. They have brought to bear on this analysis their profound knowledge and experience of the NGO sector and agricultural research. The present report is the total sum of this experience. It is presented in three parts:
