Children of India, as elsewhere, are like tender flowers in a garden. Theoretically, their case, along with the mothers, is the responsibility of the society. But this is a stark contradiction between the existing conditions and the principles of the U.N. Declaration on the Rights of the Child. This is the sad reality in India, despite the many legislative and other measures taken towards child welfare since about a century. It will be many years before we can evolve an effective social security system on the lines of the welfare states of Europe.
