Even those who in earlier days in the name of "modernisation" have advocated policies of import-substituting industrialisation are now fervent supporters of higher priority for agriculture, since the developing countries have become net importers of food as a result of neglect of agricultural production and this directly competes for foreign exchange with the claims for industrialisation.
