If the machinery of public administration breaks down, the fabric of our society gets shattered like a house of cards. The term 'Public Administration' has been variously defined by different authorities on the subject. The earliest attempt at definition of public Administration was made by Hamilton in the Federalist. But, as L.D. White remarks, it was more a description than a definition.
