The report was commissioned on April 15, 2025, by the Government of Tamil Nadu to study the changing dynamic of Indian federalism and the balance of power between the Central Government and the State Governments. The high-level committee—comprising Justice Kurian Joseph, retired IAS officer K. Ashok Vardhan Shetty, and former Vice-Chairman of the State Planning Commission M. Naganathan—submitted Part 1 of the report on February 16, 2026, which was subsequently tabled in the Tamil Nadu Legislative Assembly.
