Summary: The right to information is a subject of fundamental importance in any civilized society. It is also a part of the fundamental right of freedom of speech and expression guaranteed under Article 19(1)(a) of the Constitution. Much of the common man's hardship and helplessness could be traced to his lack of access to information and want of knowledge of 'decision making processes'. The Preamble to the Right to Information Act, 2005 seeks to provide for "setting out the practical regime of right to information for citizens to secure access to information under the control of public authorities, in order to promote transparency and accountability in the working of every public authority, the constitution of a Central Information Commission and State Information Commission and for matters connected therewith or incidental thereto."
