Summary: The Right to Information is an important subject. The importance of the subject is widely accepted equally by the law makers, judiciary and the bar. The subject area under current appeared to be somewhat cumbersome, but gradually it revealed to be quite interesting and thought provoking. The right of freedom of speech and expression implicitly includes right to information, whereby every citizen must also have a right to receive the information from the public authorities. Freedom of speech is indispensable for the free transmission of ideas and opinions. Communication is the life-line of social structure. The citizens are entitled to know about the affairs of the Government which have been elected by them and aimed for their welfare and development. People have right to know about the decision making process of the Government, i.c., the vital decisions taken by the Government and what was the basis thereof. It enhances Government's credibility towards its citizens; furnishes powerful aid to right against corruption, and it has been aimed to promote transparency and accountability in the working of every public authority. On the one hand, Article 19(1)(a) of the Constitution of India guarantees freedom of speech to the citizens, but on the other hand, Article 19(2) provides the restrictions which can be imposed on such freedom. To fulfil the demand of the hour, the Indian Parliament, enacted the Right to Information Act, 2005 for a purposeful object. There was a pressing demand and need to have a handy standard book on the "Right to Information Act, 2005". This book is a humble attempt to write the commentary on this important legislation, wherein sincere efforts have been put in to provide a complete code by explaining each provision of the Act, with case laws of the Supreme Court and various High Courts, State Rules, State Amendments and High Court Rules, observations and comments. Table of Cases & Exhaustive Index has also been given in the book to make it easy for the esteemed readers to find out the topic, provision and the subject which he wants to study.
