In the developing coun tries the past and present concentra
tion of development planning and policies
on the modern sector has not been accompanied by increased productivity and higher incomes in the traditional rural and informal urban sectors; nor have the fruits of the exceptional economic growth that has occurred been made available to the majority of the people. It is in an attempt to correct this deficiency that the authors, in this important book, adopt a systematic and unified approach to development policies that brings together both growth and re distributive elements in a single framework. They thus begin to construct the necessary scientific underpinning of a basic needs approach to development, an approach that is in harmony with that taken in the ILO World Employment Conference basic document Employment, growth ad basic needs: a one-world problem. The book is a sum mary of the authors' major research project on planning for growth, redistribu tion and employment.
