Summary: This publication is the first of a series ESCAP proposes to bring out to dis seminate the lessons of experience on development administration ismies and approaches in the nurai sector in selected developing ESCAP countries. Through this series it is hoped to stimulate meaningful dialogue on the required processes and policies for rural development administration based on mutual exchange of views and experience in the region. In terms of urgency, magnitude and complexity, there is probably no more important an area of concern than rural development. Even the most carefully formulated plans and policies are only as good as their implementation. The numerous challenges posed not only compel decision but also provide an opportuni ty for basic improvement. ESCAP's initiation of a dialogue on the theme of rural development admi nistration has begun with India. In terms of area and population covered, the chal lenges posed and innovative responses, its experience deserves careful study. The Round Table on Adaptation of Administration to Rural Development, held at New Delhi in August 1978, was distinctive in many respects, not least in the issues covered, the studies presented and the solutions discussed. I commend the findings of the Round Table to the attention of all those interested in this vital area of human endeavour. Our deepest appreciation goes to the Government of India, which col laborated with ESCAP in planning, organizing and implementing this significant project. Grateful acknowledgement goes to the Netherlands Government for its substantial financial contribution.
