Summary: Although the rate of growth in the last two and a half decades have enabled the country to become one of the major industrial countries of the world with significant performance in import substitution, techno-Local development, export promotion and considerable self- reliance , these achievements have been overshadowed by the failure in containing the problems of unemployment and underemployment and consequently the poverty. Even if the rate of expansion of whole of the organised sector and the public services is doubled, it is not possible to absorb more than 20 percent of the annual increase in our labour force.
