| Summary, etc. | FOR a century and a half there has been little need for democratic manifestoes. Great literature on democracy had appeared in France, in England, in the United States. Intellectuals accepted its doctrine. Political forces converted that doctrine into established fact. Democracy under freedom was the rule in most of the civilized world. This, quite simply, is why there have been few democratic manifestoes in the last one hundred and fifty years.<br/><br/>The democratic revolution was not, however, completed with the establishment of political governments, holding mandates from their peoples, capable of being changed without violence at the people's will. There remained the problem of dealing with economic freedom. Briefly, economic freedom means creating a situation in which each country has a national income adequate to give decent life to all its citizens, and a system of distributing that income so that substantially everyone willing to work is reasonably assured that he will have a decent standard of living. |
