| Summary, etc. | This kind of study of the role of ideology in inter-<br/>national politics does not go deep enough. For not only in<br/>democracies, but often in dictatorships, foreign policy merely<br/>reflects the ethico-political ideals of an evolved culture operat-<br/>ing in the background, although the particular use to which<br/>these ideals are put in a given situation for purposes of foreign<br/>policy may depend on the exigencies of international relations<br/>as well as the type of government which formulates the policy.<br/>In other words, when two nations confront each other in inter-<br/>national relations, the ideological element in their foreign<br/>policies is an index of the confrontation of their institutions<br/>and ideals. For a scientific study of the role of ideology in<br/>international politics, therefore, it is necessary also to investi-<br/>gate the sociological confrontation of nations. |
