This book also attempts to show the historical development of the unique legal-political system for maintaining public order, which can accommodate change while preserving continuity and stability. Draw ing on the rich resources of the Western world, the American system was developed over an extensive period of time by the efforts of many minds. Its roots are found in the classical period of history and, more particularly, in the Middle Ages, when a combined legal and political system was developed for resolving recurrent conflict within society. The general principles of the Western system for creating public order were adopted in the United States, and as the settlers expanded physi cally over a continent, democratic controls were created, and new patterns of order evolved to meet the new and often different demands. An attempt is made to bring all major conflict within the scope of the system and to provide political and legal solutions for the issues that arise. Certain problems appear and reappear, becoming the substantive basis of political and legal controversy.

Although politics is in a sense universal, and the need to establish and maintain order is always present, the Western political and legal system is in many ways unique; it may be compared with the systems found in other areas of the world, not only among the totalitarian dictatorships but also among the less-developed areas of the world, where the family or clan still retain considerable authority. The eco nomic achievements of the West and the concept of free men possess ing individual rights may be appealing, but these ideas may also be upsetting when they challenge the older patterns of order. In all, how ever, the American system of law and politics may be considered to be a notable intellectual achievement which, among its other blessings, makes it possible to enjoy and participate in a civilization which places. a high value on justice, freedom, and human creativity.
