It is generally acknowledged that the simple demand and supply operations in an economic system leave large pockets of poverty. To meet this problem, most nations are engaged in planned development of their economies. But this effort largely fell short of the aim, the reason for this being that centralised/ macro level planning was hardly able to identify such pockets of poverty, much less to help the target population. In macro level planning exercises, developments are charted for economic sectors, and rarely for geographic regions in the country. No wonder the distribution aspect of macro-planning is weak. Micro level planning is recommended as a better approach from this view point. There are groups even within micro regions whose needs are more urgent than of others. Reconciliation of priorities has thus to be the continuing effort of those who believe in wide-spread human welfare.
